SENATE BILL NO. 89 BY SENATOR SEEKINS, entitled:                                                    
                                                                                                    
          "An Act amending the definition of 'lobbyist' in the                                      
          Regulation of Lobbying Act, and as it applies in the                                      
          act setting standards of conduct for legislators and                                      
          legislative employees, to define 'regular' and                                            
          'substantial' as those terms describe activities for                                      
          which a person receives consideration for the purpose                                     
          of influencing legislative or administrative action."
